Road conditions in Regional areas.

Recently, one of our local rural roads was reduced in speed to 80kph - this was because it was cheaper than fixing the road in the first place. The road is still terrible to drive on, but it appears the city has first preference when it comes to fixing up the roads...a local freeway was 'smoothed' over a few weeks ago, a total waste of money - we have a lot of dirt roads round here, which could have benefited from the material used to 'fix' the freeway.
What do others think of reducing the speed limit, instead of fixing the problem in the first place?
